INFORMATION FOR DELEGATES
a. Right of attendance
All National and International Scientific Committee Presidents, or their designated representatives, are invited to attend the Advisory Committee meeting, the Scientific Symposium, and the social events.
All the International Scientific Committee Presidents, or their designated representatives, are invited to attend the Scientific Council meeting.
All the National Committee Presidents, or their designated representatives, are invited to attend the meetings in Regional groups on the morning of 17 October and the National Committees meeting that afternoon. They may also join the Scientific Council session in the afternoon as observers.
The Board meetings and workshop are only open to the members of this body. Board members can attend the Advisory Committee meeting, including the Scientific Council, the National Committees meeting, Regional Groups, the Scientific Symposium, and social events.
The Annual General Assembly is open to all registered members (see below for fees and voting rights). Registered ICOMOS members may attend the Advisory Committee and Scientific Council as observers, and of course the Scientific Symposium and social events.
Individual International Scientific Committee meetings: some are only open to the ISCs members, some to all ICOMOS delegates, some also to the public. Please consult the information for the individual meeting you are interested in.
b. Delegation of powers – Advisory Committee, National Committees meeting and Scientific Council
Please note that according to Art. 7 of the Rules for the Advisory Committee any member of the “Advisory Committee who is unable to attend a session may be represented by someone else:
- The President of a National Committee by a member of the National Committee of his/her country.
- The President of an International Committee by a member of his/her International Committee.
Designation must be made in writing, be signed and dated and sent to the President of the Advisory Committee (via the ICOMOS International Secretariat) at least 15 days before the meeting”. The proxy form for the Advisory Committee has been emailed to the National and International Scientific Committee Presidents.
Only duly designated delegates will be allowed to vote (one vote per Committee).
c. Committee observers and additional voting members
A growing trend in recent years has been that many National and International Committees send more than one representative. This is a welcome change that allows members of ICOMOS who are not Committee Presidents to get directly involved in the work of the organization and be enriched by the Scientific Symposium.
However it also places an increasing burden on our Host Committee. It has therefore been decided that whilst Committee Presidents or their designated representative attend free of charge, additional Committee observers and voting members will be asked to contribute a registration fee (see fees and deadlines under “Registration”). Contributions must be paid on-line when registering.
Exceptions may be made if the official delegate comes from a developing country and needs the presence of a colleague for purposes of translation. Please contact the conference organisers prior to registration.
Since space is limited, observers and additional voting members are requested to register before 15 August 2016. Observer Registrations received after this date will be accommodated within the limits of places available, with priority given to official delegates.
d. Annual General Assembly
The new ICOMOS Statutes foresee an Annual General Assembly that takes place in conjunction with the Advisory Committee meeting.
The agenda of the Annual General Assembly will focus on :
- Receiving the reports of the ICOMOS President and Treasurer on the management by the Board and the health and financial situation of the association;
- Approving the annual report and accounts and discharging the Board, as well as voting next year’s budget;
- Adoption of the new Rules of Procedure for ICOMOS General Assemblies.
The Annual General Assembly will be followed by an information and discussion session on the proposed amendments to the ICOMOS Statutes that will be considered in Delhi in 2017.
Attendance and voting rights at the General Assembly are governed by Article 9 and Article 13-d-4 of the new ICOMOS Statutes.
The proxy form for voting at the General Assembly has been sent to National Committees by email.
Please note under item c. above that additional Committee observers and voting members (beyond the Committee Presidents or their designated representative) are asked to contribute a registration fee.
e. Remote participation at the meetings
The Annual General Assembly and Advisory Committee meetings will be made available as video recordings or via streaming to ICOMOS members – via the ICOMOS website. More information will be posted closer to the meeting date.
f. Financial Support:
Unfortunately, at this point in time, we do not have funds available to offer financial support to help participants attend the meetings.
